There's a long story behind this - the Chinese government did not issue birth certificates at the time she was born, so we had to go through a notary. At first, the notary required a special stamp from the local police station (the police is the local government there), but the police would not stamp the document because there was no document to prove that my fiancée was actually born (the local hospital had lost any record of her birth a long time ago). Finally, the notary found a loophole and was able to get us the document without the police stamp, and we sent it off.
