My poor Dipu is so stressed. He's having so much trouble trying to get his passport clearance certificate...it seems no one knows how to handle a non-standard request in his state. They refuse to issue without a local police clearance certificate but the local police don't know how to issue one for someone who doesn't live there. Sigh.

my fiance might be able to help. He said he will listen to his situation and can't guarantee anything since he doesn't know him first hand so it's hard to give contacts since that is all personal relationship based. We need good karma so I convinced him to talk to your fiance! If you send the number we will call him. Where is he living right now? How long has he lived there for?

He has paid so many bribes and stood in line for 5 hours in oppressive heat and humidity and still no police clearance certificate from Guwahati. If he can't get it, I don't know what we're going to do.
