I only have one transcript. I dont work on 2007 and 2008. So when the NVC received your DS-3032 and AOS Fee 88$, what you do next?
you can submit your 2009 transcript and explain why you didnt have any for 20007 and 2008. Once NVC invoice your IV bill they have accepted DS-3032. You pay the bill and when the status says PAID you print out the coversheet and send package to NVC
