Just call the NVC and talk to a live person 603-334-0700, and give them your email and the beneficiary's. Then email the DS 3032 from beneficiary's email and send it to NVCINQUIRY@state.gov.
The Subject Line of the e-mail should be the relevant NVC Case Number.
Provide the applicant’s name and date of birth and the petitioner’s name and date of birth.
Use the DS-3032 template and you are all set.
My husband also sent it via FEd EX. So that would probably help too to send it by both email and mail.

Use the online payment center, if it allows you to make a payment for the DS-230 yet or not. Make sure status says PAID Before you print cover page and send the form with the documents.

Are you sure they want you to just fill another DS-230 out or is that you are missing a part of the DS-230, because I believe it was 2 parts Part I and II. Part I gets signed, part II shouldn't get signed, because your husband will have to sign it in front of the CO. The following documents should be included when submitting the DS-230: Birth Certificate, Court and/or Prison Records, Marriage Certificate, Petitioner Documents, Photocopy of Valid Passport Biographic Data Page and Police Certificate. All documents not in English, or in the official language of the country in which application for a visa is being made, must be accompanied by certified translations. The translation must include a statement signed by the translator that states that the: Translation is accurate, and Translator is competent to translate. When submitting the I-864 (which should be signed and dated), you should include W2s 3 years worth, 3 years worth income Tax Returns,pay stubs 6 months worth and proof of employment letter on company letterhead signed and dated by authorized company representative. Also, if there is a joint sponsor he/she will have to fill out an additional I-864 and include all the documents w2s pay stubs, tax returns and employment letter.

by the way, you can always check online to see when the DS-230 is available to be paid and once its paid your wife will be able to submit her documents along with the DS-230. Tell her to get a head start in getting police clearance ASAP since it could take time for her to get it.Documents would include but not limited to birth certificate Court and Marriage Certificate and/or Marriage Termination Documentation Photocopy of Valid Passport Biographic Data Page
Police Certificate.
The best thing is to send it via FEDEX, since it allows you to track the package and assure you that it reached the NVC. To start I called the NVC and gave them my and my husband's email address, so whatever documents that were emailed to me were also emailed to him and vice versa.On the payment online center also it gives you the option of emailing the receipt or cover page to another email address including yours and your wife's.Since mailing to overseas could be hectic, its easier and faster to use email.

Yes you need the DS-230 to fill out and whatever documents to go with it. Print out the cover page from the payment center website and place it on top. Send it to address on cover page. Only fill out DS-230 if the status says PAID.

i read that on average once you are done and the case is complete at the NVC that the waiting time for interview date from when the Consulate receives the package from the NVC is approximately 21 days. Good luck,

Did your beneficiary fill out a DS3032 Choice of Agent yet and sent it to the NVC? When you call the NVC and put in your case number, AVR system tells you when you should pay for your Affidavit of Support.Speak to a live person and ask them to send you everything by email much easier and faster 603-334-0700. You can pay your fee bill online as long as you have a bank account.. In order to pay it online you will need your NVC case # and your invoice #. Here is the link.

Once you paid it wait a couple of days keep checking until the status changes to PAID, then you will print out the cover sheet and you will be allowed to submit the Affidavit of Support, your tax returns for 3 years, w-2s for 3 years, 6 months worth of pay stubs and verification of employment from your job on the company letterhead stating your position hourly rate and your title. Then you can send your documents with the cover page. On the cover page will be the address where you would have to send the AOS. Once the Affidavit of Support is submitted and there are no RFEs. your wife's choice of agent will be asked to submit payment for the DS-230.Do not take any action without authorization from the NVC. Taking action without the NVC's authorization could result in a delay in processing your case. When they email you about paying the fee bills and you check that they are marked PAID, then you print out the cover letters.

It really depends. After my husband submitted the DS-230 via FED EX, the AVR kept system kept saying waiting for biographical info, I was really pissed and talked to a live operator, which was very nice and I told her how can that be and I even emailed them telling them who signed for the package, she said it is here its just not in the system yet, so I kept calling to check every day and finally the AVR system said Your case was completed on April 5th please allow 8 weeks to receive further instructions. 3 weeks later I received a copy of the interview letter for my husband, and his agent did also stating that his interview will be June 24th.
I guess it really depends on the consulate, I read the Consulate information here for Pakistan. It states that the waiting period is 2 to 3 weeks.

lol I did that, and I also had my husband the beneficiary send it by Fed Ex to make sure NVC got it. Its ok.

After all is completed and nothing else is needed from NVC, the petitioner should call to see if the case has been completed. Once the case is completed, you should await an interview date. I received a copy of my husband's interview letter via email.

As long as it is indicated PAID online and he printed out the cover sheet he can go ahead and fill out the I-864 and return it with copies of his tax returns from past 3 years, w-2s from past three years and employment letter unless he needs a joint sponsor. Once that is submitted, he can go ahead and pay for the DS-230 which I believe is $400.00 and once it says paid, you print out cover sheet and fill out form and send to the National Visa Center with supporting documents. Who is you agent?
Your husband can call the AVR system NVC 603-334-0700 or wait to speak with a live person and ask them if it was received.

I had an annulment and I attached a copy of the annulment papers I received from the court to the I-130, so yes they need to know that all past marraiges have been legally terminated. I believe its just a copy.

After I mailed out the I-130, I received a ltter that CIS received it with the case #. You can log onto uscis.gov to check your case status. I waited 4 1/2 months checking online Initial Review it kept saying and then it said Post Decision Activity. I knew then that the petition was approved and it was transferred to the National Visa Center.

That's good enough.
I mean in my country there is a special office that deals with all of immigration processes and there are people there that guide you and translate and stamp and sign every document needed and sent along with the original.
Thats good enough but I didnt know how it is in Bulgaria, if you have such an office or anything
