It seems this guys conviction was for someone under the age of 12. That might be why they really wanted to deny him . But who knows? Notice how they claim that he did not meet the burdern of proof to show he is "rehabilitated" problem is they always say that, they won't list any guidelines and therefore no matter what you submit, they will always claim you did not reach the burdern of proof. Furthermore, the people at USCIS reviewing this are ignoring licenced, educated and accredited psychologist findings. How they can legally do that, i have no idea.

NigeriaorBust, believe it or not (this might be hard for you to grasp but stay with me). Rape has different classifications , and people are judged and sentenced according to those classifications. A person that has sex with someone against their own will , is far worse than someone that has consensual sex with someone thats underage in the eyes of the law. The law agrees with this, and thats why they have classifications and tiers. No one is justifying anything, ad hominem attacks will get you no where. Facts are stubborn things.
Regardless, people have a right to marry and be with family and loved ones.
It would be similar to saying that Nigeria is full of scammers, while that might be true we all know that doesn't mean everyone there is..

Well SoCalMark, its easy to be a "moral" crusader but facts are that RSOs are people too. Keep in mind these types are all lumped in together, so the guys that dated and had consensual sex more than a few years apart end up on the same list as those those that are raping small children etc. Streaking at a sports game can even get you on the RSO list, so its really best to not judge. If they have commited some terrible crime then they should still be in jail. If they had only a minor offense then at some point we have to let them live normal lives. Which would include being able to marry and have a family . I am all for keeping the very bad guys out of the philippines but at the same time they still have civil rights.
I think it would be better that each RSO be judged based on the laws of the philippines . The system is ripe for errors or issues, what if you fly here SoCalMark and lets say they mix your name up by accident and you are banned/blacklisted from entry and are left with no recourse? We don't really have any guide line as to whom is being blocked and for what reasons.
Filipina have a right to date and marry whom they like. They are intelligent women that are capable of making their own decisions.

Go with option 1, its faster and if you do a wedding here they will just drain you trying to make you pay for everyone. Such as food for a large amount of people you don't even know etc

If its worth only $150, you can play the risk game. Put it in a box and cover it with old used clothes. Mark the package as used clothes, Gift, value $0 dollars. If they don't open it when it arrives then no fee. But they still might catch it. Thats the risk game! Or also if its not listed on the box they can steal it, but again, its a fairly low value item it might be work the risk. I would be highly careful of letting father see the kids. You never know what his intentions are, maybe only in a really public place like a mall . You don't want someone to kidnap the kids or take off with them and demand money. You never know it never hurts to be extra careful.

The catch is when you fill out the customs form, if you put the "real value" they are going to charge you a huge amount. Keeping the value as low as possible helps with customs fees, but if its stolen you will get nothing in return if you do that. Also, sometimes they demand a receipt, you can type up a fake one for a really low amount and sometimes pass this off to avoid the insane customs fees (sometimes the fees are higher than the item is worth)

If she never told you this and wasted a lot of your time and money i would have 2nd thoughts about continuing the process. She could have very easily checked with the NSO if she was married or not , costs only about 300php
