    A 2yr green card expires for a reason. I think it's a way subtle or not to differentiate between us citizens and all others. I know one state explicitly has the phrase non citizen dl/id in bold letters on top of document.

    What was the intent of the tourist visa? If immigration was the intent from the beginning then that's fraud and the applicant must return for consular processing. I would file the I765 because it would be needed for social security number and state ID or driving licence.

    If you want to work, you need SS number. No sure about your timelines, but if there is less than 15 days on the I94 than you need work permit before SS card is issued.
