Hi guys, I finally I got the Issued status on CEAC, so I want to share my experience for anyone having the same issue, so 6 weeks ago embassy asked me for the marriage certificate from my country which lucky I had it and I had drop it the same day, 3 weeks after they emailed me to drop the passport off, but the passport was there all the time so they got confused somehow lol, and last thursday my status changed from refused to administrative processing, today after 3 work days changed to Issued. So whole processing took like 2.5 months.

I got married through Utah zoom marriage and I already have my Immigrant Visa in hand. As long as you consummated, the marriage is legal for immigration purprses. You'll be fine

I think they are doing some administrative processing stuff. I have a strong feeling your visa will be issued because your Utah zoom marriage is legal. Hold on tight.

Utah Zoom marriage is relatively new, some US embassies/consulates may not be familiar with it if they have not seen it before.  Sounds like they need to do more research to confirm that it is in fact a valid marriage for US immigration purposes.  Once that happens they should approve the visa, hopefully soon.

Understandable, I would do that as well since you have to jump through hoops to marry in some countries. 
 
Just hang in there, I believe it will turn out fine. It is a legitimate and lawful marriage ceremony after all. 

Got IL today with appointment date for 6th September,  location: Skopje, North Macedonia. The DQ was 2nd July.

That date seems to be some kind of golden date for interviews, haha
