i dont get it... how come PD's from 2020 dont get IL first but 2021 and 2022 get IL first ...?

I did receive the email On Wednesday about "CASE UPDATE FROM NVC" regarding PCC My Pd is March 2020 n DQ is Dec 2022 Haven't received IL yet.. I am in a fix what to do ...get RCMP PCC or wait for IL..!
