Not really. Even at fastest Consulate, you need to establish residency in that country to be eligible to interview at that Consulate. Establishing residency takes time.

No, it will not hurt your chances of being approved.
But which embassy/consulate you choose for the interview can determine how fast your K1 application gets processed.
