I have never seen Pell Grants defined as public charge, even the Trump admin did not include that in the list.

Follow up: The USCIS agent never called me or got in touch. I thought: "Oh, well. I'll change it at NVC". I waited a few weeks and then called NVC to get my case number. Much to my surprise, the case number is a PNM number. The agent confirmed with me that our application will be sent to the embassy in Panama and NOT Colombia. USCIS never communicated that they changed my fiancée's country, but they must have.
 
To others in this situation in the future: I'm not sure my case is enough to advocate for or against doing what I did. Try your luck, I guess.

Our consulate (Panama) is accepting K1 applications. I was given a Case Number on Sep 7, but still "At NVC". Stay tuned for whether it moves to "In Transit" tomorrow or Wednesday. Who knows!?
 
 

To be honest, this is probably a good idea. I waited on hold for an hour and didn't get a case number. I'm psyched to know that our case made it to NVC, but I'm not sure that was worth an hour of elevator music. That said, my anxiety and impatience get the better of me haha.

Stopping by to confirm that NVC told me today that they have received my case, but no case number yet. Our NOA2 was Aug 16.. I called at 12pm Eastern and was on hold for an hour. She told me to try again in a week and I should have a case number. I need to change my fiancée's country from Colombia to Panama, and she also explained how to do that (once I have our case number).

Once we got the case number we contacted them through public inquiry form on their website, attached a scan of my passport and got a response 2 weeks later with a new case number.

Thank you SO much for your prompt response. We're not following your timeline! Good luck with it all and enjoy your move to the USA.
