What visa did you adjust from? If the ability to work/ travel was a priority, then you should have filed for the CR-1.
Engage in some hobbies, volunteer somewhere, work on your skills for when you are able to work. Take classes, update your resume, get to know the market.

It's impossible to prevent this type of fraud.

The petitioners are in the best position to protect themselves since they are asserting that the relationship is real.  If they rush after meeting once or whatever, it's on them
 
A mandamus for what?  What would you like the US government to do?  

Class action?  Not going to happen.  

Sorry that you got scammed.  Realize that you are angry.  If the US government had denied your case or caused delay, you would've have been up in arms.  

You are in the best position to protect yourself.  Be aware of this type of fraud.  Don't rush into marriage and bringing them over.
