Thank you for answering my post that indeed is about the travel ban and not really about the EO. However, I don’t understand why the Consulate stated that they are unable to issue visas because of the Presidential Proclamation about the travel ban. If it’s a travel ban, it should be about traveling and not about the issuance of visas. I’ve tried to read the Proclamation as well, and from what I saw it doesn’t state that it prevents the issuance of visas, but only the entry of immigrants and non-immigrants that were, in the last 14 days, in the subject areas (in my case, Schengen area). The consulate states they’re currently giving the possibility to have only urgent appointments.
Does anyone have any ideas on this?

The "normal" process when there is a ban like this is that all processing up through the interview is the same. The difference is the visa will be refused if you are subject to the ban.
If the ban ends afterwards and the case is still otherwise active, the visa can then be issued, assuming one is still eligible for it (including no documents are expired like the medical).

That said, I have no clue if or how the consulates will prioritize interviews. They may or may not schedule interviews for people who are presumably ineligible. They have not done this with the other bans in recent years, but this is something they do have the ability to do.

I feel like we need a FAQ, lol, just jumping in to see if I can help people before they get lost in a sea of replies.

    — If you already have a visa, regardless of what kind, you can enter. The visa has been issued. No takebacks.

    — If you're the spouse of a United States citizen, the application can continue, the order does not affect you. Same for children under 21 of United States citizens.

    — Children over 21 are subject to the ban, regardless of if they're the child of a citizen or legal permanent resident.

    — Spouses and other immediate relatives of legal permanent residents are NOT exempt. You are subject to the ban/delay if the person waiting for you in the US (or with you outside of it) is not a citizen, but a legal permanent resident.

    — If you are already in the United States adjusting status, it does not apply to you. You are fine.

(I think I got the gist of the questions but sorry if something is wrong, will happily edit.)
