if you were married in 2019 and still need to file tax returns , you can add her
the only time you can get a ITIN is when you file to IRS
needed things to do this are on the following IRS page:
if you already filed , amend the 2019 tax returns

when you file 2020 taxes and if she is not here, file either MNJ or married MFS and do the work for the ITIN
make sure she marks the ds 260 for USCIS to do the SS # for her when you get to that point
I filed MFJ as it gave a bigger tax break and larger refund (but it is up to u) any income she would have for her country is exempt up to $105,000 by filing 2555 form with those taxes
