Yeah, I think that's because for spousal visas you set this up just for the passport delivery, and it's assumed that your interview was already scheduled by NVC. I set mine up out of curiosity, and it shows the same thing.

Hi all,
We were just approved today!
PD Aug. 20, 2019 originally in Nebraska
Feb. 24 - transferred to Texas
March 4 - date updated
We chatted with USCIS representative through Emma last week, and they sent a service request because we were outside the Texas normal processing times, after that date changed yesterday (May 14) before approval today : )

It was Nebraska. We were ready to wait 12+ months haha, but hopefully won't have to now that they are moving things around a bit. We'll see : )

Looks like our case was also transferred! We put in a request through the Inbox on the portal, and apparently we're in Texas now. : ) I hope this is good news.

As of now, the Embassy in Poland requests that you do the medical exam in Warsaw. It's not complicated, but it does take about 4-5 business days for the results to be entered in the system, so you have to plan ahead and stay in Warsaw for at least a week.
Who knows, maybe eventually they will figure something out to simplify this process for Russian transfer cases...
