I received my “card is in production” early 4/10/2019.
And received “card has been shipped” yesterday - 4/16/2019.
Yay! I also just a few minutes ago got the email and text notification saying the same! I wonder if that means we will actually have them in hand by Saturday ...
Nice. The cover letter, in my opinion, should 1) start with providing them the necessary reference numbers, 2) succinctly explain how it fits into the "Severe Financial Loss" criteria, and 3) appeal to the humanity of the USCIS officer based on your specific situation.
Also, make sure you fully read that email; per the letter, you need to fax a copy of that email with your package as well.
