If it gets rejected , then you can add more evidences of your bonafide relationship. State tax returns are not one of them as you probably have included federal tax returns.
 
However if you get an RFE, just provide what the RFE asks for.

Yes.  However, affidavits are of no value. Also, I see no value in submitting state tax returns.  Concentrate on QUALITY....evidence normally created as part of your lives together...not quantity. 

i would agree as they have stopped or let go many of the subcontractors due to 2 things'
senate  did not approval for 1.2 million from Congress they asked for / they got a reprieve to take them to end of this year
USCIS Claims It's Strapped for Cash, Requests Emergency Funding From ... It's asking Congress for an emergency bailout of $1.2 billion.   they also had approved fee increase and that was stopped

    so,  even though they are working many still work at home and offices here have skelton staff  and data entry and answering phones is the last thing on their minds and not getting done          

We were approved.  Her Green Card should arrive today.  W00t!
