You might want to request a Tier 2 officer... or a call back? I don't know. I'm not sure if NVC has workers who are above the people you chat to when you first call.
Maybe you can force a decision if you talk to the right person? Because I really do think you haven't done anything wrong.
Thanks. Can you tell me more about requesting a Tier 2 officer?
I can try to call back on Monday, but for now, I won't get through and busy the rest of the week. -

Maybe this helps?
Thanks! That's EXACTLY what we did. No mention of printed, signed, and scanned request.
2 minutes ago, ROK2USA said:No, no source just reporting what you wrote in your post.
Right, but I think the lady was making it up as she went.
At first she told me it might be b/c the picture of the passport was too big, too many megabytes. Guess what? The site won't let you upload it if it's too big. -

OP didn't provide all the required documentation.
Do you have a source that a printed, signed, and scanned letter is the required documentation?

What was the reason of the request and the reason for the denial?
You're sort of answering your question...
Reason is we left Taiwan and our now in her home country of France.
According to the rejection email,
QuoteWe are unable to reassign this case to a different U.S. Embassy/Consulate General without additional information. (removed) is eligible to process in one of the following countries:
· (removed) country of citizenship
· (removed) country of residence (the address and proof of residency must be submitted.)
· (remvoved) country of last residence if he or she is currently residing in the United States
The requested country either does not fall into one of the above categories or insufficient proof of eligibility has been furnished to enable processing in that country.
You may resubmit your request with proof of eligibility to the National Visa Center if you wish to process at the requested U.S. Embassy/Consulate General. Possible proof includes the following: a copy of a government issued document such as birth certificate, valid passport, valid work visa, identity card or landed immigrant card.
But we included her passport.
According to the lady on the phone at NVC just now, it was because I didn't print, sign, and scan my request to change interview location. If anyone can find guidance that indicates printing, signing, and scanning is necessary, then I'll be your best friend. She honestly sounded like she didn't know and was blowing smoke.
Just looking for more accounts of people doing this, that's all.

You can request anything. However, why do you think the new location request would be granted this time?
That's a good question. Why would a request be denied? I included the evidence they stated as being needed to prove her citizenship in France.

Wow! Not even in the refusal. Good thing you called~
It sounds like total BS honestly. She couldn't point me to any official guidance that said you have to print, sign, and scan the letter. She had no idea why they refused it. At first, she said maybe they didn't get the passport because it was too many megabytes.

One would think citizenship should suffice... even in your OP they did not mention an address was required in the denial.
Hopefully that is the error. If you feel like waiting on the phone I would give NVC a call just to confirm.
So just got off the phone....the lady said it was because I didn't include a signed and scanned letter.

I was just denied a request for a change of interview location.
We have been waiting a month for the response and we want to request to expedite.
So now we have to reapply and wait another month for their response.
Is it possible to request an expedite and a change of location at the same time through the expedite-request email address? I read here that someone did do this and it was successful. -

I am going to and see what happens.
We will expedite, well, we wanted to, but now...I read somewhere about someone submitting an interview change AND an expedite request at the same time through the expedite email AND getting approved. Not sure if it's worth to try that or not. -

I would call NVC. They have been known to reject the correct documentation.
Did you also include the address you are staying at in France ...? just reading the instructions and trying to figure out what more you can do...
They say you should "provide a written request along with the address in the requested country and the proof of eligibility "
I didn't. Could you link me to that, please?

Forgive this question but:
Did you upload the passport page to the relevant section of CEAC? I believe there is a section called "proof of residency" or something similar.
Yes, that's all done, but the response isn't from that.
To change interview locations you have to go through the NVC inquiry page, which I did and attached her passport there. -
We submitted our paperwork in Taiwan.
We are currently in France, my wife's home country.
I sent a request to change interview location along with the biographic info of my wife's French passport just about a month ago.
I just received notice that we have been denied the change in location.
According to the email, "QuoteDear Sir/Madam:
We are unable to reassign this case to a different U.S. Embassy/Consulate General without additional information. (removed) is eligible to process in one of the following countries:

So the bio page of her passport is NOT sufficient evidence of her citizenship to France?
How do I move forward?

If people get RFE's for leaving something blank it wasn't something that was not applicable. It was for leaving something blank that IS applicable.
Note also that NONE and N/A are not the same, and that most spaces on these forms will not accept N/A. If something is truly not applicable and you NEED to say so, type NOT APPLICABLE in the first related space and leave the rest of the related spaces blank. Yes really! Yes, I'm sure!
14 hours ago, Family said:Kudos for being careful about leaving blanks or putting in a quick / repetitive “n/a”. In the not too distant past of previous administration Prolific Proclamations, one fine day USCIS rejected ALL ( or as many as it could) applications of ALL types that had any blank little box.
Needless to say that really really hurt some time sensitive filings. They got sued …and stopped rejecting applications w little blank boxes…but it’s worth being carefulThank you, both!

Morocco is the same
birth certificates and criminal reports expire in 90 days
this was not an issue i faced with NVC or at interview
u just have to take the original to interview
USA doesn't seem to think birth and marriage certificates expire even when marked as such
our case was a year at NVC and one form expired in 90 days but we never were asked to submit a new one
Thank you!

According to the guidelines for the consulate in Paris in the French Portal, French marriage certificates and birth certificates must be LESS than 3 months old. This is a common rule in France. My wife has had to navigate it for other functions, and it's a bit of a pain in the butt.
Current processing time for NVC is 3 months.
So are we going to get a checklist for a birth certificate that is less than 3 months old by the time the NVC reviews the case?
It's impossible for us to get a birth certificate and have them review it in less than 3 months b/c they are taking 3 months!

Hi everyone,
I need to preface this post as showing that I applied 3 times to NVC. The first two times, I was rejected. I called my congressional representative and they worked with me to apply and get approved the third time. Without her help, I don't think any of this would have been possible.
* Date Email was sent to NVCExpedite@State.gov: February 18, 2022
* Date NVC Acknowledged and Replied: February 21, 2022
* Date US Embassy/Consulate Approved Expedite: February 22, 2022
What advice/help did she give? This was your congressional representative and NOT the senator?

Yeah, looking back at the old form I used for my wife's AOS, that box was not there. I would put "N/A" there too.
Good Luck!

I am confused. I understand 2c and 2g, but if you have a US mailing address, then why would you not have something in 2a (your name), and 2h? As to the others, they would be "N/A".
Because I don't need an "In Care of Name." I'm pretty sure that means if someone who is not me is receiving my mail.

And Postal code is for non-US address. Zip codes are for US addresses.

The instructions say, "If a question does not apply to you (for example, if you have never been married and the question asks “Provide the name of your current spouse”), type or print “N/A,” unless otherwise directed."
So I'm not sure about these blanks in red here. The question applies to me so I'm filling it out, but some of the blanks don't apply to me. Do I put N/A in there or just leave blank? -

I thought it was pretty clear and has been for years))) Also, there are some countries that it is impossible to get the police certificate after you no longer live there. In that case they are waived.
Yes, I'm not sure why NVC is asking for a police certificate from a country in which my wife is not currently residing (and hasn't for 22 years) and when she did it was only for 7 months.

Do you also have proof of the duration of stay, for evidence? Upload some sort of proof if you have it.
I don't. The Ireland trip was 22 years ago. The South Korea trip was 15 years ago. Records of both are non-existent. Not even email itineraries from flights b/c she doesn't have that email address anymore.

But, we ended up getting a new certificate after all so thankfully when we got an RFE, we were prepared to submit the new one.
Honestly this is what we're going to do. We're almost ready to submit. We're going to submit with letters and then go ahead and get the reports anyway, just in case!
Will this work? (Merged)

That's what I'm going to do. Also, my Senator said he would submit the expedite request (that I was waiting on interview location change first) on my behalf so I'm just going to ask him to do both.
No identifying information from the lady.
The only good thing is that she recommended that I submit the location change AND expedite change request together through the expedite email.
