I didn’t get the packet 3 till 3 weeks after in the mail. When I noticed I was in “ready status” I submitted my completed packet 3 to the Montreal email and got a generic email stating it will be 8 weeks to hear back 2 days later I sent in the packet 3 again at 11:00am and I received the packet 4 email at 12:20 the same day.
From the packet 4 email you can click a link and go onto the website and set up your interview and pay your visa fee $265 (I think), then you can set up your medical once you have a interview date. I got my packet 4 April 24 and was able to get an interview May 22.

Honestly, I would check with the embassy because the Moroccan embassy said they still required the original or "wet" signature. But I think that is because Morocco is considered a "high fraud" country. Or they just haven't updated to this new rule yet. (HA! Over a year later)

Ink Signature No Longer Required on Affidavits of Support (12/28/2016)

As part of our ongoing efforts to be responsive to customer needs in immigrant visa processing, the Department of State is pleased to announce that original or “wet ink” signatures are no longer required on submitted Forms I-864, Affidavit of Support. This also applies to the I-864A, I-864W, and I-864EZ.
Starting January 1, 2017, the National Visa Center (NVC) will accept photocopies and scanned versions of signed Forms I-864 and associated documents. Please note that the form must still be signed; typed names and electronic signatures will not be accepted. NVC will only ask petitioners to submit an amended Form I-864 to NVC if the financial sponsor’s name and personal information are missing; there is no signature at all; or if there are missing pages.
This also applies to the I-134

Montreal works exclusively via email.
My understanding is no. It's kinda luck of the draw. Some people get lucky and get P4 after they send P3, others get an email saying that they need to wait until they've been asked to send it.
Not sure on this one, I'd probably get the wet signature just so *I* didnt worry about such a small thing, but I am guessing copies / scans are probably fine.
You will need long form birth certificate in MTL 100%. Order one if you don't have one.
