No, as long as it is for the same person then you can state no.

Yeah try not to leave anything completely blank or they might send you an RFE thinking you missed that particular question. N/A works but if they ask for a number like "How many children do you have?" rather answer with a number, "0" if you don't have any. Or if they ask what organizations you're a member of, rather answer "none" than N/A, as an example.
