Yesterday (March 19 2018), my fiance received a letter from USCIS (dated March 14 2018, same day that the app was updated) in regards to his service request placed on March 05 2018. The letter indicated the following:

"Your case is currently delayed because the required security checks are still pending. We cannot make a decision on your case until we receive the results of these security checks. We hope this information is helpful to you."

Today (March 20 2018), my fiance received notification via informed delivery that he was to receive another letter from USCIS.
The letter is dated March 15 2018 and indicates that our application has been approved!
 
I think they sent out bogus "pending background check" letters to try to dissuade people from contacting them for further updates.

Timeline has been updated. A little relieved, but there are still a lot of steps ahead.

I haven't posted on this thread, but have been following it for awhile. We got our NOA1 on August 28th and just received the NOA2 approval email today, March 19th. It's been a long wait, but it's finally happened!! Now for the visa process. How long do I need to wait before I call the NVC to get our case number?

APPROVED!!!! I check the status online today and it says APPROVED! I'm still in shock but soooooooo relieved!! <3

I got informed delivery of a uscis package coming in. It says 1 out of 1 page 

Have to wait 24 hours local Taiwan time for me to schedule the interview so.....midnight tonight my time we book the interview and my plane ticket!
