Sounds like the first submission was rejected due to a missing signature (common...it happens!). Then the RFE was sent with the second submission once they started reviewing it.
So to answer your question, you only need to respond with what they requested on the RFE. For instance, if the RFE is due to bad/missing passport photos, then you would just need to provide the RFE notice + cover letter (optional but recommended) + proper passport photos.

If they sent back the WHOLE petition to the petitioner, he/she is required to resend the entire petition PLUS the requested item as listed in the RFE. Place the RFE notice on top of the petition and the additional item (the one asked in the RFE).

passport stamps are really important, just put whichever you can find of those.

plane tickets are not always considered hard evidence, but a boarding pass is.

Hello guys we got an rfe the 14 and im september 5 btw. They have asked for a letter of intent to marry. I wanted gently to ask if its fine to send just the letter with scanned signatures or you actually need any other proof beside the letter and wet signatures? We are stuck not knowing what to do our lawyer said a proof would be better but we do not have made any wedding plans or things like that. And also is that bad we are waiting this long to send the letter back? Anyone experienced the same rfe what did they do? thank you in advance

We’re also gonna give it about 2 more weeks. When fiancé called last week he said we should hear something within the next 2 weeks. Otherwise we should call again. So that’s what we’re doing. Wait... pray and if nothing, then call. 

Each case I'd different, but an RFE is not bad.  Just send them the docs asked for and all will be fine. I was surprised I got an NOA2 3 days after they received my response to and RFE.

172 days . Got a friend who got her noa2 in 178 days.  it is horrible if you try to compare your case with others, but it's inevitable. I cant avoid  having the hope of something good happening in two weeks from now. Man, if I had a car or something I would surely sell it to get the money and go to  be with my Fiancee till I schedule my interview.  this ever present fear of seeing your case being put behind others is so overwhelming...   I quit my job and have just graduated in law, so... just here at home, at the gym, watching series, talking to my fiancee at night  for an hour, going to sleep, waking up, starting it all over, checking the VS, APP, WEBSITE... this is so overwhelming, If I didn't love my fiancee,  for sure not all the green cards on earth would inspire me  keep going with this. I still don't understand how come some people still try to fraud the system by faking a relationship. those people  ought to go to jail for sure! because of them we pay the price!

Hi guys! My fiance just got the NoA1. I'm so anxious to see the NoA2, though I know the wait is gonna be long 

We are a same sex couple. My wife is American and I'm from Russia. And while Russia isn't officially considered a third-world country, its view on same-sex relationships has been changing for the worst in the last few years. So I was worried about my K-1 visa interview, as well. But everything went smoothly for me. No inappropriate questions, no rude remarks. The officer was very indifferent, which I hope they all are.
 
What really helped me with worrying is realizing that the interview is conducted by U.S. officials. Like it was said above, the officers have to abide by the U.S. law. So even if they personally have a problem with gay people, they can't really express that at work. As far as local staff working at the embassy, I personally didn't have a problem with them, either; most of them wouldn't know the details of your case, and the people taking in the documents right before the interview have undoubtedly dealt with same-sex couples' cases before, so it won't come as a shock to them.
 
As far as which country to choose for the interview, I wouldn't know. But you said yourself they're both pretty homophobic. So maybe it shouldn't be a matter of their open-mindedness, but of your own comfort. Traveling to another country is costly, your girlfriend will have to take more time off her job, she might not be familiar with the city where the embassy is... I would consider these things too before making a decision.

I met my wife (then friend) in 2010 in a chatroom. Time passed and friends became lovers  and I wanted to meet her and my B1/B2 got denied and I had to go to Dubai in 2015 on work purpose and she came to meet me in Dubai and we started our K1 process in July 2016.....What am saying is, from both ends we had lots of yahoo chats, e-mails, KIK chats, phone records, international calling cards, skype screenshots and pics from Dubai (we met only once and that too she was in Dubai for only 2 days). Also she put her flight ticket, boarding pass, copies of immigration stamps and hotel receipts from dubai trip. These are more than sufficient. 
 
We didnt even have proper camera to take pics, we used our mobiles and she took prints at walmart
