    We already contacted a lawyer in the Phils and its really a tedious, very long time frame and expensive process... That's why I/m here since I read the post of someone here who adopted her stepdaughter without a lawyer in Georgia ang that's what I want to validate here if u don't have a similar experience in adoption I don't need ur opinion I am trying to find out if there are people here who underwent the same process. Thank you.

    Well dear you're in a public forum and people will give their opinion as long as they want. Piece of advise, just ignore them if you don't like their opinion.

    You are confusing different immigration benefits.
    To obtain an immigration visa or adjust status for an adopted child, the adoption must be before the child's 16th birthday.
    This is not for an immigration visa or adjustment of status. This is US citizenship. Different laws means different rules.
    Under the Child Citizenship Act of 2000, the requirements are that the child be under age 18, living with the adopting USC parent, and have a green card. The OP's adopted daughter will meet all these requirements.
    Don't mix different requirements from different laws.

    See page 15. See the boxed information which states "Note: This should not be confused with the Child Citizenship Act of 2000" when discussing the age of 16 for expediting naturalization for an adopted child.

    My NOA1 date is the same as yours, and we received our NOA2 in the mail this past Friday. Stay positive, I'm sure it's on it's way!

    I submitted proof of my taxes being extended. Also submitted some of the 2016 tax backup documents such as a W2 and 10-99. Suggest submitting whatever you have available. He can ask his accountant for a copy of the extension letter. 
     
    I did not submit my 2016 taxes as still being worked on. It wasn't a problem. Every consulate is different though so would ask people from your country.

    I got it too, but it was a RFE. Plus from Dallas Service Center, so nothing significant or that should be taken into account. It's probably an expedited case anyway.
