do you guys count count days from the day the NOA1 received or the date USCIS received the petition?

Maybe because the update for I-F129 used to show August 16 and now is back to July 28.

Thank you. I received my NOV1 November 28 but USCIS received it November 16th and I see some members here received their NOA2 already and they received their NOA1 after me.

I see here that alot of members are November filers and they got their NOA2 already so I'm confused because I checked the USCIS Processing time and they updated it today and it shows they are processing July 28 2016. I even called and I was told the same thing, so how are alot fo November filers shows here that they received NOA2 already if USCIS still processing up to July 28 2016?
