I don’t wanna start a political debate here, but this is freaking bull #######. The current White administration has far beyond fracked up the world.

My answer isn't German specific, but I'll share to get things started. Mexico accepted personal checks or money orders. I did not have checks so I ended up sending money to someone in the US so that they could get a money order and then Fedex to me. It wasn't ideal but it worked.

The date he enters the USA for the first time with his visa is what counts. So if you have been married more than 2 years when he first arrives, he will receive a 10-year green card and you won't have to go through the removal of conditions procedure. If the marriage is less than 2 years old, he will receive a conditional 2-year green card and will have to go through removal of conditions.

Having a conditional green card card does not affect anything like work and international travel.

When he enters the US after your second wedding anniversary, he will get the 10 year green card. It goes by the date of the POE.

Yes, this would work. He needs to enter the USA within the validity of the visa (6 months from the date of the medical examination) but he is then free to come and go as he pleases as he will be a permanent resident. He should be mindful to not spend more than 6 months at a time out of the country.

You don't need to establish domicile for him. Domicile is a requirement for the USC, not the beneficiary.

    Hi,
You will need to meet the financial requirements of the I-864. There are 3 basic requirements..
    1. You need proof that you have or will have a US domicile. Your DL and financial accounts are a good start. School enrollment. Looking for an apartment or a letter from your folks stating you will live with them would help.
    2. You must have file US tax returns for the last three years or have a legal excuse. US citizens are taxed on worldwide income even if nothing is earned in the US. If you lived abroad and earned less than $90,000, you will not owe any US taxes with the Foreign Earned Income Exclusion.
    3. You have to have a current income of around $20,000. Without this income, you will need a Joint Sponsor who does have the income or assets to meet this requirement. One of your parent can be the Joint Sponsor. Having a JS does not excuse you from the having a US domicile or filing tax returns.

sounds like you have decent proof of domicile, what you'd be missing would be your affidavit of support. do you have someone who can co sponsor?
