@Hypnos I am very sorry to hear about your denial. This is plainly ridiculous
. In 2017, I also applied via ELIS exactly on 90th day as per early filing calculator and my priority date was one day early just like yours. When I saw my priority date issue, I called USCIS to see what is going on. Apparently I was told by USCIS that they adjudicate based on received date so I am good. During my interview I was also given "decision cannot be made" paper just like you. But eventually my N-400 was approved exactly after two months and took the oath after another four months.
Honestly I am more bummed right now given two completely opposite outcome with our applications. I really hope you can put an end to this big mess asap. Good luck!

I also showed her our 2017 joint tax return transcript.

Just don't be surprised if USCIS don't ask for your spouse for I-751 interview. I had combo interview without needing my wife in interview room.
Make sure you take your last year tax return transcript as I was specifically asked for it.

Finally painting myself red after sorting out USCIS oath fiasco. Originally I asked for judicial ceremony due to name change but later in September I decided to withdraw name change request to put an end to incessant waiting. On 09/20/2018, I submitted letter to USCIS via infopass under 8 CFR 337.8(f); 8 CFR 337.3(a)(c) to put me in next available administrative oath ceremony. It worked like charm and I became US citizen in exactly two weeks!

Hi Everyone,
I have one question that has been harrowing me ever since I had my naturalization interview in April 2018 at Dallas field office. Is it really necessary to submit 2 passport size photographs when you opt for name change? The reason being that I was never asked to submit 2 photos even though I said yes for name change. The interesting part is that I was once scheduled for judicial oath ceremony in July 2018 but it got de-scheduled by USCIS without any good reason given to me. I sure know for the fact that my area conducts judicial oath ceremony every month but still I was never placed in next available judicial oath ceremony.
I have seen so many people here on this forums who had to submit 2 photos while doing name change. So I am wondering did USCIS just miss the photograph part for me and hence the delay??
I did 2 infopasses for this issue already (still officers there do not know the reason for delay) and I was told that "Had USCIS needed anything, I would have gotten some mail for missing documents." Honestly I do not agree with that reasoning either because there were other people after me who opted for name change and are already US citizen. I still believe that 2 photo requirement caused all this stupid delay
I really appreciate if anyone can chime in on this matter. Thanks!
P.S. At this point judicial oath ceremony/name change does not matter to me as I successfully withdrew my name change request and was able to push my name for administrative oath ceremony last week. I already got my oath letter for same!! So my journey is almost over

I didn't know that some office issued an extension for less than 6 months! 
At the Seattle office, they give you either a 6-month extension or 1-year extension (but they're probably the slowest office)!
I wish you all the best for your combo interview. I hope that you get a chance to vote this time.
Haha, you should have seen the face of officer when I requested I-551 stamp. Officer is like " why do you need stamp?" and I am like "For employment and travel purpose." Even I was shocked when officer only gave me stamp for 4 months and asked to come back if it expires and I am still not the citizen. What a drag!! Thinking about filing writ of mandamus if I miss voting this time.

So if you do have an upcoming combo interview you might want to temper your expectations on receiving a green card. It might not happen. My wife did go in some months ago to get the i551 stamp which is good until July 2019 so at this point there would be no reason to need a 10 year green card. Good luck everyone. Congratulations on becoming US citizen very soon!! I have very similar situation where I had combo interview in April 2018. I-751 was approved in May 2018 and N-400 was approved on June 1st, 2018. But unfortunately I am having the worst of both world. As of today neither do I have actual green card nor do I have my oath scheduled yet (it was scheduled once but quickly de-scheduled by USCIS). My green card was never ordered due to N-400. So I did numerous info-pass and phone calls to at least process one of them. Unfortunately it was futile. Since USCIS was dragging my N-400 oath, in last shot I submitted e-request with very stern message on 08/17 to produce my green card. Last week USCIS informed me that they requested my actual green card and told me that it can take upto 60-90 days. I thought that my e-request would force USCIS to schedule me for oath. But alas, what a disaster they created....So in a nutshell I believe rules vary from one field office to another. You have to be on top of your game!
P.s. I got I-551 stamp from my last info-pass visit in August but it is only good for 4 months.

I wonder if the original oath ceremony you were scheduled for was an administrative oath and with your name change you needed to be put into a judicial oath group, pure speculation on my part, but some local offices conduct both types of ceremonies.

The reason for my demand of green card is USCIS is keeping me in limbo with N-400 oath. Field office people themselves are not sure when I would be rescheduled for oath again. The 4 month I-551 stamp is useless given that I may go to my home country for vacation in December and I will have to go again for a stamp. Plus I can not take any europian routes due to transit visa requirement (Already went through painful process last year. Plus it costs extra money). I know people here will say I-551 stamp is same as actual green card. But I completely disagree with that. It is not same when you go out of a country. Countries that waive transit visa requirements for actual green card holder do not allow I-551 stamp as valid green card proof. Travelling with I-551 is a big nightmare as you have to keep explaining to airport officers.
There is nothing negative about my immigration journey. My background is clean. No tickets, no criminal history, and paying all taxes on time. I was even told by USCIS officer that oath descheduling has nothing to do with me.
My original oath ceremony was indeed judicial ceremony scheduled at court.

Hello folks! Need your opinions about my next steps as I am literally hitting a dead end.
I was originally supposed to take oath on July 12th in Dallas-FortWorth area. But in same week I got the letter telling that my oath ceremony was descheduled due to unforeseen reasons by USCIS.
For anyone wondering I had combo N-400/I-751 interview in April 2018 and I opted for name correction during interview. My I-751 was approved in May 2018 and N-400 was approved in June 2018. Unfortunately I never received my actual green card.
I called USCIS so many times to figure out what is going on. But every time I was given nothing but some ridiculous answers. One officer said we don’t schedule oath for 2-3 people, while another officer said I was overbooked in the first oath schedule that is why I was descheduled. And the very last officer that I talked today was claiming that I am still within processing timeframe of my local field office which is 15-17 months. The last conversation was the biggest BS I heard from USCIS helpline. How am i still adhered to processing time when my N-400 is already approved.
I even wrote mails to my state senators but it was fruitless sighting same old processing time BS. Went to the field office two times but again not useful. I was only given 4 months of I-551 stamp when I asked for my permanent residency proof.
What should be my next steps given that USCIS is not willing to give me my 10 years green card because of N-400?

Unfortunately, I could not take my oath as USCIS sure knows how to screw people even after oath notices are mailed out one month in advance. The same week I was supposed to take an oath, got a letter from USCIS that my oath has been cancelled due to unforeseen reasons. I talked with tier 2 officer via helpline to figure out what is the issue. But it was not much of a help and was told to wait again
Like really? My wife also tried to figure out what was going on with my oath via her contacts. Apparently, she was told that it was system issue that kicked me out from oath schedule. This is just plain ridiculous on USCIS part. Now I have to waste my time getting an info-pass appointment and going there for getting I-551 stamp as my current stamp is expiring next month....

I printed out my itinerary to show during the interview. But I was just asked verbally and the USCIS officer made a note of it.

You don't need to submit any passport size photo unless you are deployed abroad in the military. USCIS will use the photo taken from your fingerprints appointment for naturalization certificate. For some reason, if USCIS requires new photo then they will request it during an interview. Good luck!

The email that you got is a generic email that I also used to get. But I disabled it as it did not serve any purpose. If your I-751 case was transferred to NBC then most likely your I-751 is combined with N-400 at your local office. So you will find out on your interview day about the exact status of I-751.

@MHZ I am the person you are looking for. I had my N-400 interview on 11/04 in Dallas while my I-751 was still pending. In my interview notice, there was no mention of bringing the spouse. I still took my wife with me in case USCIS wants to do combine interview. However, the interviewing officer called only me for the interview and was not interested calling wife. Officer formally started with I-751 interview and told me that my I-751 is approved (I was kind of shocked and surprised). Then officer started with the actual N-400 interview. I passed the interview and was given a sheet telling me that decision can not be made. On 05/09, my I-751 was approved on case status website after raising status inquiry. Finally, today got the notification that my N-400 is approved and oath ceremony will be scheduled.
In worst case, if they require your wife's presence then they will reschedule your interview. Good luck!

Did you request a name change? If yes then it takes some time. Here in Dallas there is at least 3 months of waiting period. I had my interview on 04/11 and have been waiting since then.

I think it might be their technical process when someone looks at the I 751 file after an interview. But the file is actually residing at the local office.
My N-400 is still stuck at "interview scheduled". I also requested a name change so this is another added issue as Dallas is known for long delays when it comes to judicial oath ceremony. I will have to wait another 1-2 months I guess.

I had pretty strange experience. I had combo interview with name change request (wife’s presence was not needed) on 04/11 and was told that my I-751 is being approved. 2 weeks went past and no change in my application status. So I raised service request online and at the same time booked infopass appointment for 05/08. After one week someone was assigned on my service request and got the response via email that my case is still under review
. Anyway I still attended infopass appointment on 05/08 to see what is going on. I was told that some background checks were still pending on my both applications (I still have a hard time to fathom that!). Guess what, on same day evening I started getting flurry of text/email I-751 notifications that my case is being transferred and new office has jurisdiction. I was really confused as to why my I-751 file is being moved out to new office from local office. But finally on Saturday I had two mails came together from USCIS (Potomac and NBC). Potomac mail (Notice date is 05/08) said that my I-751 is being moved to NBC. While NBC mail (Notice date is 05/09) said that my I-751 is approved! I checked the notice date for both mails. There was only one day difference. So USCIS just adjudicated my application within one day of transfer notification?? Certainly not if you ask me. I believe local field office adjudicated my application but must have asked NBC to send out the decision letter. So you @Bill & Katya should get your decision soon enough too!
@Ozgirl1981 My guess is that Potomac service center already adjudicated your application and now asking NBC to issue a decision letter. Certainly it is a whole lot different game when I-751 is pending with N-400 unfortunately. Very hard to predict anything.... I hope you get your decision before N-400 interview!

I was approved on 4/26, and got the approval notice in the mail on 4/30, and i got all these weird updates saying my case has been transferred to another to another office after the approval. I am sure I have been approved ,but these 2 new updates make it unsettling. I think it is just the system update for all the 751/400 combo applicants. A tier 2 officer will call me shortly and hopefully I can find out what's going on even though I don't have much confidence in them.

Here OP applied on 90th day and that is hard fact. So I still can not fathom how USCIS is blindly saying that OP applied one day early.
