It isn't uncommon; My scan date was Dec/29 and didn't get case complete until last week.

But I believe you need to be contacting the NVC by calling them, rather than emailing them. Call them and ask what's the current status, tell them that your scan date is Dec/27, and you would like to know if it's in the review department or not. But please be polite.

Hope you get case complete soon.

This message means your case is going to NVC. You are done at USCIS. Now give it 2 weeks then start calling NVC for case number. It usually takes 3 to 4 weeks but be proactive. You ask how long to interview. You have a long way until then.
You have about 1 month to get case#. Then about 2 to 3 months of processing and to get to case complete.
Then you wait to be scheduled for interview your embassy is about 2 to 3 months after case complete to get a date.
In my signature below is the link to the NVC Process wiki. Read this while you are waiting for your petition to arrive and getting your paperwork together.

You will get your NOA2 via mail soon.
Once you get your NOA2,wait for 1 week then you can call NVC and ask if they receive your case.
And for NVC stage it will just take 6 weeks fr0m the time you will submit your another set of package.

I checked mine.... We have the same.... On August 26, 2016, we transferred your Form I-130, Immigrant Petition for Relative, Fiance(E), or Orphan, Receipt Number XXXXXXXx, to another USCIS office. That office now has jurisdiction over your case. We sent you a notice that explains why we moved your case. Please follow the instructions in the notice. If you do not receive your notice by September 25, 2016, please go to www.uscis.gov/e-request to request a copy of the notice. If you move, go towww.uscis.gov/addresschange to give us your new mailing address.
We got our NOA April 25th.. Our case was in Nebraska Service Center. Now they transferred it. Hopefully we will hear something soon....

That's what I found on the USCIS website: Your original receipt number will not change and this will not delay your case’s processing except for the additional time needed to transfer the file to the new location.
