  7. Don't do it......I would NOT conduct any kind of "marriage ceremony" prior to an official marriage inside the US. CBP can deny entry at the border. CBP can search phones, etc. This is not the time to be gaming the system with anything which even looks like a marriage ceremony. You can return to Japan for a ceremony after new immigrant can travel.

  12. I think all F1 applications are going to be heavily scrutinized from now on. The fact that you are married to a US citizen will not be in your favor, imo. I would ask why must you seek your degree in the US?

Once an I-129F has been approved, delaying the case is difficult to impossible if the need arises. CR-1/IR-1 Less expensive than K-1 No Adjustment of Status(I-485, I-131, I-765) required. Spouse can immediately travel outside the US Spouse is authorized to work immediately upon arrival.
