I just watched an interview where the acting director of ICE said they are going after anyone who has overstayed.

Are you say that people who entered via immigrant visas were required to report for another interview after entering the US? Or did they have to just provide biometrics?

Don't do it......I would NOT conduct any kind of "marriage ceremony" prior to an official marriage inside the US. CBP can deny entry at the border. CBP can search phones, etc. This is not the time to be gaming the system with anything which even looks like a marriage ceremony. You can return to Japan for a ceremony after new immigrant can travel.

By law, all US citizens and Green Card holders are required to report world-wide income if over the threshold regardless of where they live. What if the CO asks for them?

I think all F1 applications are going to be heavily scrutinized from now on. The fact that you are married to a US citizen will not be in your favor, imo. I would ask why must you seek your degree in the US?

Spouse can immediately travel outside the US Spouse is authorized to work immediately upon arrival. Since he is already in the US, I would probably go with option #1. There is no 90 day rule. Just be aware of the work and travel restrictions.

There are no derivatives for immediate relatives of US citizens. The Daughter cannot be added to either case for the parents. A sibling case will take more than 20 years. Both parents and the Daughter cannot immigrate together. They need a new plan. One parent can petition for the child after getting to the US via their immigrant visa.
