    If you file right now (while you are still in Europe) then the time you spend apart won't be as long, if I understood your situation correctly. Stay together until you have to move. You can start filling the petition while you are still in the Netherlands, you are not required to have a US domicile until later in the process. Try to plan it so by the time you need to submit the NVC documents you are already in the US (and established domicile there - it is a requirement for being a sponsor).
     
    This way you can start your program in August, and hopefully soon after your bf can receive his visa and come to the US on a K-1. Or do the same with CR-1 but it will take longer.
     
    He can come and visit you in the meantime as long as he can prove strong to ties to home. Being from a low-fraud country, I don't think it would be too difficult for you guys.

    Call the police clearance certificate office in Singapore and ask. They are helpful.

    Here is what worked for me.
     
    After I immigrated my husband and I opened a joint bank account (with just debit cards etc). As there were regular deposits, in about 6 months or so I received my first credit card offer in the mail. It was Capital One so a horrible deal but the point is to get started. Then I used it very little and eventually stopped using it all together.
     
    That made my credit score excellent.  So after you can get real credit cards with low interest rates, apply for loans etc.

    15 applications is not a lot.
    And this has nothing to do with your immigration status. When I moved to the US on a CR-1 visa I found a job in less than a month completely fitting my qualifications from Russia. I've had other interviews as well. Nobody cared that i was a foreigner/ immigrant. They were looking at my qualification and nothing else.
    But I'm sorry, you really can't get too far if you give up after sending 15 applications. I probably sent a hundred. And it's a normal number, i believe the same applies to USC.
    Make sure to write a very good resume, write good introductory info about your education institutions/ former employer (given you new employer might not know nothing about these places in Europe).

    So from what I understand you can go to the US on a tourist visa any time (meaning both at the pending i-130 stage and the NVC stage). Is that correct?
    This is interesting though. I had a CR-1 visa before (then I gave it up, now applying again). Last time we were eligible for DCF. So I had personal interviews/ encounters in the embassy. I was specifically told by an officer in the embassy last time that I now have an immigration status and I am not allowed to travel to the US until my case gets approved. And my tourist visa (that was valid in my passport at the time) will no longer be valid... So I was certain all these years that traveling with a pending immigrant visa is not allowed.
    Turns out that officer really dis-informed me.
