Stories like this are often cherrypicked by the US media because they are aimed at the sort of paranoid people who think that paying income tax is a gross invasion of their personal liberty.
Reminds a bit of the hoo-ha a few years ago that schools in England were taking the holocaust out of the curriculum for history so as to not offend muslim students. The entire story was fabricated, but naturally far-right USC VJers don't let the truth get in the way of a good story.
So the truth - the school has made a business decision with a catering company. The Government has nothing to do with it - apart from the fact that they allow schools to manage their own catering arrangements.

If nothing else, it will be a longer-term reminder to him of the consequences of his actions. Why on Earth would we want to make his job easy?
If it was easy, anyone could do it (sorry, Charles ) and we would be overrun by wannabe mods, who have all these bright and sparkly ideas about how to make the site nicer (see: cat pizza) and more people friendly, and who haven't been exposed to the seedy underbelly of the site, otherwise known as the Games While You Wait section.

When two sides are as entrenched into their positions and as unwilling to compromise as these two sides are, the only way to achieve victory is through total victory. I am sure everyone knows what that means.
