  1. That's because it's streamlined. A bounty system without rules and regulations would be chaos. Not to mention you have different circumstances for each case.

    Agree with your assertion that one without rules and regulations would be chaos. So what then? How about putting some rules and regulations into place and see if it's effective. America's Most Wanted was quite effective if I recall. It didn't start out streamlined either.

    Resurrect America's Most Wanted and start displaying pictures of previously convicted criminals aka illegal aliens on television..

    See if the county/state where you owe arrears will report to the US Department of Human and Health Services that "acceptable payment arrangements have been made." In other words, set up a payment plan (if one is offered) and see if they'll remove you from the list, thereby allowing you to apply for a passport.

    That's how I'd approach it. It's $2,500 or more you must owe in order to not be eligible for a passport...get yours down from $10K to under $2,500 and see if they'll remove you from the list.

  10. Nope, flights inside the US a child can fly alone. And then you can get a special pass to pick them up. International flights won't let children fly alone so no way to get the pass.
