    The link you were given goes to the step by step instructions that you are looking for. There are only three ways to file for a wife; If she's in the US, if she's outside the US, and if you are both outside of the US legally and living in a country which does DCF. That's it. I'm not sure what else you are hoping to find. The guide is even called;
    Step-by-Step Guide on How to File an I-130 for a Spouse Inside the US
    Just follow the Step-by-Step instructions and enjoy the fact that you can wait it out with your wife, unlike most people.

    I like the fact that the organizers keep VJ so organized and orderly.
    I'm personally not one for too much moderation, and I've never used a report button in my life. If someone pisses me off, I just don't bother with them any longer. But, I can understand that VJ is here to serve a larger population than myself, some of whom are more sensitive and need the "protection" that moderators provide.
    I also prefer blunt and to the point responses, and I find plenty of that here, so I'm happy.

    They told you what their "legal" options are. She can stay until her tourist visa expires, they can file her I130 petition now, and she can complete the process back in her home country, just like every other married immigrant has to do. You won't find a lot of support here for helping people to commit visa fraud, which you've already admitted your friend and his wife have done upon her entering the US fraudulently by lying to the CBP officer at POE.

    From the Maryland DMV site;
    Exchanging an Out-of-Country License for a Maryland License, Please Bring:

    Proof of age/identity, lawful presence, verifiable social security number or proof of ineligibility, Maryland residence, Out-of-Country license(s), and the appropriate fee for each license for which you apply. Please refer to Sources of Proof for required documentation.
    You must pass a vision screening, knowledge test, and driving test. An Out-of-Country license may be valid or expired. The license cannot be suspended. If licensed for less than 18 months, you will be issued a Maryland Provisional License. If you have never been licensed in the U.S., you must complete a 3-Hour Drug & Alcohol Education Program.     NOA2 is when your petition to apply for an immigrant visa is approved. After NOA2 you still have to apply for the IR-1 visa itself, at the NVC. Have you not read the guides above?

    The birth of your baby is further evidence of your bonefide relationship. I'd think you'd want to happily share the joyful news with everyone, including the embassy at his interview. My advice is to send what was mentioned above.

    I believe those are supposed to be safety features for children. I remember reading about that after a boy was abused and murdered in a public bathroom on a california beach back in the 80's or 90's. Same with those really short or high off the ground doors like at Mcdonalds.
