Her sister cannot "petition" anyone for a tourist visa. The tourist visa applicant applies alone.
She can mention who is paying for her trip on the DS-160. She can bring proof of that if she wants, but the IO is not obligated to look at it during the interview. She must show strong ties to her home country and overcome the burden of intent to immigrate to the US.

A letter of invitation or Affidavit of Support is not needed to apply for a visitor visa. If you choose to bring a letter of invitation or Affidavit of Support to your interview, please remember it is not one of the factors used in determining whether to issue or deny the visa.

Your wife can't petition for your sister's visitor visa. That is not how it works. There is no petitioning nor sponsorship for visitor visas. The applicant ( your wife's sister) must apply on here own and show her own merits. You finances mean nothing in the process. In fact, it can hurt her chances of obtaining a visa.
It is a very common problem for young Filipinas to obtain a visitor visa. In fact, many say it is nearly impossible. The reason why is because too many Filipinas in the past used to visitor visa to come to the US but never go back. This is why the US heavily scrutinize young Filipinas who don't have strong ties to the Philippines. They are too much of a risk. It is unfortunate but many don't get a chance to visit. It is simply how it is.
Nothing your sister-in-law can do but apply a find out.
