So, (because I have all kinds of better things to do but I'm also a very talented procrastinator), I started searching for all the people on the CSC July 2016 list who seem to have been "skipped over" in the approval process. 
The most recent couple of approvals are from people with NOA dates of July 25. The people who are not showing as approved are:
People who filed N-400 (sorry, it doesn't look too good for those people getting a physical 10 yr GC - they'll eventually get citizenship instead) 2 or 3 people who mentioned in-thread that they'd received RFEs Almost all the rest are people who haven't actually been active on VJ at all for months. So it's actually reasonable to assume that some (if not all) of them have actually been approved, and they just aren't visiting the site to update us. I actually find that quite reassuring, which is why I've shared. It seems like August approvals may finally be not too far away!

Right, usually they call but only 2 people out of hundreds on this forum reported they had been called for the interview. Also did the officer really said one year OR TWO? If so, I have no comments on the reliability of information they provide.

Honestly, I don't think any of us (September filers) should be calling USCIS when we already know that they are just starting to process July applications.
 
Calling congests the lines and keeps officers busy when they could be actually processing applications.
 
We, CSC September filers, just have to patiently wait.
 
The reason for the delay is simply that CSC has been slammed with DACA applications since November 2016 and CSC workload is focused on DACA not I-751. The recent news (end of DACA with a deadline) has probably created another surge of DACA apps.
 
We just have to wait.
 
Don't call. It is pointless for us CSC September 2016 filers at this point.

I agree with your reasoning and what is to be noted here is that they did take full fees money from all

This process is very slow.  Right now I have made up my mind to wait and directly apply for citizenship.

Yes our journey has been way too long, i don't think people here on this thread can comprehend what i have been through. It does not help to see that my petition is way behind inline to those who filed on April 2014, knowing that i filled on April2013.
