on july 6 2012 my husband received form i797c notice of action transfer notice from califonia center to vermont what is mean by that

my husband called to the uscis and say thats is next and still on process

254 days still waiting NOA2

still on initial review 247 days waiting noa2

what is the meaning of RFE

9 months now and we dont have yet the approval noa1 is july 6 2012 and we still waiting the noa2 that is 243 days now

can i call to uscis,i try to called there and the representative say the only one can talk is my beneficianary not the appllicant

this is my story we married on nov 28 2011 my husband filed the petition on dec 20 2011 for me and my daughter that his stepchild that is my daughter to my past relationship then after that he received notice of action NOA1 on july 6 2012 then until now we still waiting a NOA2 its take to long that is 238 days now
