So, since I rarely post, and I always hover
I figured I would share.....NVC received my case on Monday, March 19. No case number yet. So, it took 10 days to be received. And I don't call them daily. I call every 2-3 days. So, for everyone still waiting...don't worry, its coming.

You can request an expedite based on civil unrest, but without documentation showing that your spouses home has been destroyed, they will deny it. They denied me. I then wrote to my senator. He contacted USCIS. He got the same reply. That I need proof! However, our I-130 was approved in under 4 months.
And yes, with Syria embassy closed, they are being sent to Amman, Jordan. I do not have the case number yet, so I cannot request a transfer to Beirut, Lebanon embassy.....but that is what I am planning.

NVC made a mistake with our case number and embassy, so we emailed them right away with proof of residency for them to correct the mistake. They changed the case number when a new embassy is assigned--yes. The first 3 letters of our new case number are different due to the different embassy/consulate; the "ordinal day" portion of the case number is also different, based on the date they assigned the number (refer to LingChe's wiki section 3.3.3)
According to other posts on VJ, it's better to wait for the new case number before proceeding any further, just to avoid any further delays. In our case, we cannot proceed any further after they gave us the correct case number, because nvc is not giving us the AOS and IV bills. Btw I'm assuming by "visa number" you meant "NVC case number".

Got changed to MTL case number yes. Called them again today, supervisor said the same thing: we'll get to pay early next week because they still need to physically relabel the file. By next Monday it'll be exactly 10 business days since we got our first case number. Took Saylin's advice and sent an expedite request email today too--although saylin said to wait and send it after we pay the fees, we sent it today anyways cus can't wait
btw--excuse me for venting--why does the operator need to get offended when I asked to speak to a supervisor?
when we first asked the operator for a supervisor, I explained nicely, in plain English, that because we were given the wrong information before, and because we've been waiting for yet another week already, we'd like to check with a supervisor to make sure nothing else is delaying our case. Operator hardly waited til I was finished and said rather abruptly "well I don't understand, I'm confirming with you right now you have to wait another week or two". I repeated what I said, which only made her repeat what she said. In my head I was like ?????!?!? SO I asked, I don't understand why you seem offended by my request, because first of all I'm not holding you personally responsible for your system screw up, and secondly it is my 2 weeks time being wasted, not yours, so may I have your cooperation to connect me to a supervisor? THEN very reluctantly she put me on hold.
Come on, with all due respect, your JOB as a customer service agent is just to answer calls, provide information and transfer calls when requested. Yes there are 18732546245487 calls you need to answer on a daily basis and they may not all be from nice people because everyone's frustrated and tired of waiting. Hello, that is part of your job. And yes you want to screen the calls for supervisors so they dont get bombarded. Do it in a professional, respectful way, not in a way like every caller OWES you something. In fact, your ability to handle difficult calls repeatedly in a nice way is what you're really getting paid for. GEESH. /ends venting tyvm.

I personally am glad to hear that they are willing to change embassies. But after they change it, you get a new visa number? And cant start anything until they give you the new visa number? Sorry, but I'm just curious, because I will be requesting an embassy change also.

The reason the beneficiary doesn't get the AOS invoice is because the AOS is meant to be paid by the petitioner with a US banking account. It has NOTHING to do with a DS-3032 being emailed or anything else.
And the bit about the petitioner becoming eligible for further processing has nothing to with the DS-3032 email either. It's just saying a case number was assigned and processing can continue (onwards from the I-130 petition).

I hope the repayment goes through again. After you pay, and it shows PAID, call up an operator and ask if you have to re-send the documents. I don't see why you would, but who knows.
It seems like starting last week, the complete phone system went wonky. At first, when trying to get into the AVR, it would re-direct to an operator. Now, it seems, you get put through to an operator right away. I have no idea what NVC is doing
Don't listen to them when they say so-and-so month is completely full. It makes sense that March is full (being that it's the current month), but don't believe them about April. Just keep calling everyday

Yeah, take Darnell's advice and call to speak with a supervisor. You have to figure out if you're going to be assigned a Syria case number or not. If you're assigned a Syria one, you might still be able to do EP, despite going through another embassy. Either way, ask a supervisor what embassy you'll be going through, and figure out what the process will be relating to EP and/or online forms. Good luck!

Lebanon interview in Beirut - is not any rehoming to Palestine, which is rehomed to Israel.
My apologies for my confusion.
but do contact an NVC Supervisor - get some sense of what's what, where the casefile will be headed, where the interview will occur.

I've seen several members in MENA have requested their petitions be transferred to Saudi Arabia before when their spouses were working in other countries. I can't recall who though. Maybe they will see this or someone who remembers who that is will see this and nudge them to contact you.
This part on the Embassy website I believe pertains to your process.
They might not answer your questions if the petition is not at the Embassy level. Right now it's in transit and you may have to wait till they give you a number, but I'd direct your questions to the NVC. If you follow that link it has their email and phone number and how to go about contacting them. They may direct you in how to go about requesting the petition be sent to a certain place or inform you where they are sending Syria petitions.
Jordan is the safest route right now with 80,000 Syrian refugees taking it. You are right there are problems at the Lebanon and Turkish border. Reports are that fighting and killing is happening there and refugees are crossing those borders under the cloak of darkness with not all of them are making it. If he can fly to Lebanon for the visa process that may be a possibility.
Thank you. I asked him where he wanted to be interviewed. He said Lebanon. Because he can be with family. I did call NVC today, even tho I don't have the visa number, and I was told that we can request Lebanon, we just have to send it in writing. So I'm sure an email will be fine. But I will call them, and speak with a supervisor. And as far as Jordan, based on where he lives....he would have to travel through much worse areas in Syria, with a longer drive to Amman.
I would love for him to pack all his stuff, go to Lebanon, interview, and just stay there until he can come here. But I know he wont do that. He will want to say goodbye to his mom, brother, sister, etc.
Flying.... Lattakia has an airport, but it only flies to Damascus. ugh.

Ok. When I get my NVC number, I will ask for a supervisor. I did call today, and ask about requesting Beirut, Lebanon embassy. She said they simply need that request in writing.

clickie link things are easier than attempting to send papers to syria, and having them sent back, wouldn't you agree? And to be quite honest....I read all of her link things.....and to be blunt.....they still dont answer my question.
Syria requires ep. Embassy in syria is closed as of Feb. 6. All are sent to Amman, Jordan. Who does not require ep. But if I request interview at Lebanon, they do not do ep. That is where my question stems. So, do I follow the ep cos of Syria, or no because they are closed? I honestly don't think anyone knows this answer, I will just have to see what NVC instructs me to do.

You need to go view a previous post in which I replied to you about online forms and EP.
Please, remember, your husband is in Syria, a country that is REQUIRED to fill in online forms. He will NOT be filling in a DS-230. I repeat, he will NOT be filling in a DS-230. The online version is called the DS-260. This is done ONLINE. So he simply needs access to a computer and about an hour or two to fill it out. To save time, get all the information ahead of time. This is what I did. If I hadn't done this, it would have taken me all afternoon.
Also, Syria is REQUIRED to do electronic processing (EP). This means, NO mailing the forms. Both the AOS package and the IV package (minus the DS-230) is EMAILED to NVC.
I highly, highly, highly suggest you go and read my wiki I wrote (linked in my signature) as it talks about online forms and EP.
I repeat again, online forms and electronic processing is REQUIRED for Syria. REQUIRED, not optional.
When I was at NVC, the bar-coded cover sheet was only available AFTER the bill shows as PAID. But over the last few months, it's been available after you pay the bill. And it's not called 'bar-coded cover sheet' on the payment portal. If I remember correctly, it's called 'Document Cover Sheet'. Look for that, it should be there, whether available to click on it or not, it should still be there.
I have read and continue to read your information posts. I saw links about ep, but was not sure if syria was to do it or not. So, phew....that is a relief....doing it online is so much easier. thanks

I have another question. The DS230 has to be signed by the beneficiary. How is this supposed to happen? He lives in Syria. It takes weeks for mail to get there. How can I get him to sign anything? Other than by faxing it to him, and having him fax it back. Is a fax acceptable?

It's not hard at all, the most difficult part is probably just filling out the forms. Just follow the guides, the shortcuts, look at the example forms here, and you'll be fine.
I waited more than a month for an NVC case number, but after that the whole NVC stage only lasted 19 days for me, and we could have done things faster.
ugh! a month! I am so impatient! LOL I am planning on calling tomorrow, to see if I can find anything out! I hope its easy, but then, I have everyone here to help me! Thanks!

I have a question. I could swear I read it somewhere, but I can't find it! My husband is in Syria. The embassy in Damascus is closed. It appears that the interviews are being handled in Amman, Jordan. Does anyone know how I can have it transferred? He has family in Beirut, Lebanon. Is there any way of requesting his interview be done in Lebanon?
Yes, I just got to the NVC stage, but I want to make this request as soon as I can, so I can let him know.

Thanks everyone! Don't worry...your time is coming! Anyway.....people have me scared about the nvs stage..... I thought I would follow some shortcuts, and send in what was needed and be done.....but it seems to be the more difficult stage??!! I donno. I will keep you all posted on what to expect and how easy/hard it is.

I'd suggest you read the NVC Filers - March thread: you have all the links for a smooth NVC journey and an FAQ in the 1st 2 posts, then you've got members ready to help you with any question.
kinda sorta ready for next step....lol I already requested tax transcripts. Have money ready to pay the fees. Some of the threads are just so confusing. And I see where some sent soooo much info for the I-130 first part, and I didnt. I only sent what was required. So I'm sure I will have to send the proof at this next step.

Congrats on your NOA2! The process centers vary for different parts of the process. The part your done with has to do with the petitioner. The next part you're about to go through will have to do with the beneficiary. Now the application goes on to NVC and then onto the Embassy, which is closed. Do you happen to know what they are doing for that? Is there a backlog like with what happened during the Egyptian revolution? Do the applications pile up or are they being sent to another embassy in the region to be processed and he'll have to have his interview there? Please let us know what happens with that and keep us updated on him and his families safety.
I'll be thinking about you. I've been wondering what will happen in a situation like yours. If you get stuck in a long wait because of it there may be options for the petition such as others have had to deal with in conflict zones where the embassy is closed. You may be able to request the petition be transferred and processed in a different Embassy in another country if the wait gets too long because of the closure. It looks like Turkey or Lebanon may be the closest Embassy to where he lives.

Yes, I've seen where they are being sent elsewhere. He has family in Beirut, so I'm hoping it goes to Lebanon. But I don't know how to request that. Crossing the border is what scares me. There seems to be problems at the Turkey and Lebanon borders. And Jordan is just so far for him. But I will keep you posted on the journey. Thank You!

ok, I was laughing when I read your replies. Born and raised here in New Jersey, I see many things that we americans do take for granted. Its just our way of life, and we don't really understand that we do have many extras. Myself, I never really found americans to be overly friendly, especially to strangers. I never was. Until I met my husband. I stayed away from foreigners, especially those from the middle east. But now, I do find myself seeking them out, and welcoming them to the USA.
There is one thing I favor about other countries.....the pace of life. America is all about "instant gratification". We want it now. I like the more relaxed countries.....I could never tell my boss...I'll come to work when I get there.....ha ha ha

By the way, my husband laughed at me and said his aunt is NOT in syria.....she is in Libya and she is safe. Guess I had better study my countries better!!
lol...not in syria! In Libya.....wow! I hope all middle east finds peace soon! I'm glad she is safe though.....oh, and they denied my expedites, but today, they approved his I-130! Maybe they had a change of heart? I am so excited....was jumping, and my one daughter said, "ew, mom, really?" ha ha ha
I am glad to hear that your husband and his family is safe for now. Sorry to hear the expedites were denied. I know that several embassies are closed there because of what is going on including US, Britain, France, Canada, Tunisia, Libya and the Swiss embassy. Also countries are expelling Syrian diplomats and closing Syrian embassies. More top officials in Syria are defecting from the regime saying they do not what to be part of leadership that slaughters its own people in the last days.
Happy to hear your AIL is safe in Libya. Their PM recently thanked the US this week for helping them get to where they are today with their own revolution.
I do watch syria news daily....it is not getting any better.....I appreciate your caring...thank you

My husband lives in Lattakia, Syria. It seems ok where he is. All of his family is in the same town. I have requested expedites based on the tragedy, but was denied. He can't and won't talk about anything going on there, but I know he is safe. I was there in September, and Lattakia is safe.

I couldn't disagree more.
The US is a country of immigrants, yet your forefathers and mine could not legally have come to this country under today's rules. Diversity is one of the reasons we are the greatest country in the world and one which people want to immigrate too. We should make it far easier and quicker to legally immigrate to this country. I also see no reason why the work done in Vermont and California could not be outsourced to a private company. Doing so would surely cut the process time by 75%. They should also add a service for expedited applications at a premium, say double the normal fee.
Yes, increase the salary requirements for K-1 Visas to 200% and eliminate co-sponsors (Active military should not be subject to these rules). If you are poor, you need to get better job or better education before you try to raise a family. Countries who routinely threaten the USA should have severe immigrations restrictions. No K-1 / CR-1 Visas for countries like Iran, Iraq, Libya, Syria, Afghanistan, or Pakistan (except for active military).
People who have bona fide skills we need in this country should have a fast track to immigrate here. We should be attracting some of those Chinese engineering students and Filipino nurses. First generation immigrants as a group are the most successful entrepreneurs in America.
I disagree with you. You cannot say that entire countries are bad. Do you think the United States has never done anything wrong? No. Yes, we have had trouble with those countries, but banning an entire country (which most of the people are very good hearted, sweet people)is just wrong. That is very close-minded.
