US Immigration from Colombia

What career would you rather have from the following choices?

My wife is approaching her 3rd anniversary with her permanent resident card so she is applying for naturalization. She has short term memory issues well documented by neuropsychologist exam and neurologist testing. So I had the neurologist fill out form N-648 and it says she has impairments reading, speaking, and writing English plus limited ability to answer questions regarding US history and civics.

So my question is the applicant statement on N-400 says "I can read and understand English and I have read and understood every question and instruction on this application and my answer to every question". So she used a translator on the computer or my help if she doesn't understand a question, she did not utilize an interpreter. It seems a little counterintuitive to sign that statement yet submit form N-648 saying she has impairments with reading writing and speaking English. My thought is that signing the N-400 statement saying I can read and understand English means she understands the form but she can't necessarily pass an exam due to memory issues.

So is it OK to sign the N-400 applicant statement saying she can read and understand English in this case with her impairment? I'm thinking they would be understanding about her health issues

general waiver is for someone who has filed a petition in the past?

Can you tell me which is better to file. Here is my situation:

I am living in Colombia with my fiance. I don't plan on returning to the United States until she receives a visa. If she doesn't receive a visa then we will stay in Colombia.

Last night I started filling out the 129f but wondered if it might be better to fill out the 130. Plus, I like that we can file the 130 online. We can get married now while living in Colombia and then could file the 130. But it really comes down to which route would allow us to travel to the USA quicker.

So which is better?

I am having a difficult time with the birth certificates of my wife. There are 4 pages...2 pages in English and 2 in Spanish. I can't reduce the size to get to 2 MB. Can I upload the 4 documents separatelyy? I have compressed them and combined the PDFs. I get an error message that the upload is too large. I am not sure what I am doing wrong.

Any help would be appreciated.
