I am starting my journey for citizenship. I am Belgian and I was wondering if I'd be able to be a dual citizen between US & Belgium? What is the process to be a dual citizen?

| RFI for marriage certificate but the status says nothing is outstanding |

Hi guys. I got a physical RFI letter today and was very surprised when it said it is for marriage certificate because it was already submitted for AOS last year. However, I was more surprised when I checked my status online and it said "actively reviewed/nothing is outstanding" (so no sign of RFI). I checked a few different apps, the same - last update on 10/06, nothing is outstanding. Then I checked my case's history in my USCIS account and basically on 10/06 the RFI was issued, then cancelled, then issued again and then the status was changed to the regular "actively reviewed..". So I am extremely confused, did it happen to anyone? I know we sent the certificate but since I have the actual RFI letter, we will send/upload it again, of course. So I also have a following question - does the certified copy have to be recent or the one from the last year will be ok?

I arrived in the US on a CR1 visa yesterday. I did not realize it at the time, but the Washington (IAD) CBP officer did not stamp my visa nor my passport. The stamp was supposed to endorse the visa. Doesn't that mean I don't have a temporary I-551 of one year like it says at the bottom of the visa? I asked the officer to change my mailing address. USCIS' Emma confirmed that the address change went through and that my green card is being processed, but could not tell me if I am a Lawful Permanent Resident and that I should ask an immigration lawyer. Emma further asked if I wanted an appointment to get a stamp. I said yes. However, that can take up to 30 days, apparently? Can I do anything at all without an I-551? I wanted to apply for jobs, and have interviews lined up, but I'm not even sure if I can do that now.
