Upgrading from f2a to cr1 before I-130 approval

Hello everyone, I'm from Bangladesh.

I need to know how long does it take to upgrade from f2a to cr1 after petitioner's naturalization when case is at USCIS? I meant before approval? Our priority date is 28th January 2020 California Service Center, not approved yet. My husband called the USCIS a few days back, they gave him a case number to track if they don't reach out to him within 30days. Before calling, he actually sent a mail with a scanned copy of his naturalization certificate and the receipt notice to the address mentioned at the bottom of the receipt notice (California Service Center), though USCIS hasn't asked him to do so.

Any help will be appreciated. Thanks!

My wife and I went through boundless for our i-130 petition for alien relative. We sent our packet with all the info to the texas based po box we were told to. It's been 3 weeks we filed march 23rd it should have been there no later then march 26th. However uscis has not cashed the 535$ check yet, no response ethier. Is this normal? I was considering paying boundless for a reprint and sending the packet through another mail service we originally used ups, I'm worried they don't have our packet.
