VJ Timelines for I-129F transferee's (filed before new filing locations in place)

This topic may have been beaten to death already, but I doubt it, on the basis of replies from many on other forums. The question is:

Why are the VJ timelines so screwy for people who originally submitted NOA1 applications to the TSC or the NSC?

Example: I filed at the TSC. My application was transferred to the CSC. In my profile, I left "TSC" as the place of filing. My official date of receipt is apparently June 11.

My "projected approval" date (or whatever it's called) has moved radically. In mid-November, the projected approval date was January 8. On November 28, it was January 22. On November 30, it was February 24. On December 4, the date was March 13.

In mid-November, I mentioned the January 8 date to the members on another forum. Someone suggested changing my "place of filing" to CSC, because that is where my application is now. I did this, and the date changed to November 8 -- equally useless, because the date was past.

I wrote a moderator for advice; he said to leave the place of filing as TSC, because the system was set up to accommodate things this way. I reported this to the members of my other forum, and there is NO confidence that the moderator's advice is correct to follow. Therefore, at their suggestion, I am starting this thread here. Ideally, a helpful moderator -- preferably ALL OF THEM IN ACCORD -- will explain EXACTLY what the technical issues are AND create a fix. I cannot see the value in VJ suggesting a "projected approval date" at all when the dates swing so wildly when the "place of filing" is left as TSC, or when a past date appears when the place of filing is changed to CSC.

Others with this same mysterious problem ought to chime in. If there are enough of us, maybe the situation will be rectified. Thanks to all, in advance.

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Update: It looks as though someone had a mistake in their timeline that made the estimate longer than it should have been (they put 2005 instead of 2007 as the date). I fixed that and am continuing to look. Your date is now Nov 5th based on six other member timelines that were approved that filed when you did at the TSC.

Update 2: It looks as though there are six other members with filing dates at the TSC for a K1 at the same time as you. They were all approved within +/- a week of November 7th (yours was estimated to be Nov 5th once I removed the data outlier). Your case does seem to be running a bit longer than the others. Sometimes this does happen for a variety of reasons. Unfortunately because there are not a large number of people filing at the TSC anymore there are not tons of other timelines to look at to draw data. Have you called the USCIS number to place an request for information yet?

Update 3: I just wanted to remind everyone that since people are now only filing at the CSC and VSC people that filed at those locations will have the largest set of data to work from for their estimates. The CSC estimate for the above timeframe (similar to yours) had about 100 timelines to base statistics from and only six for the TSC for the same time frame. Basically this is because there are less and less people that filed at the TSC that have not been approved so far (and no new cases being filed there).
