What does the Dept of State ( Embassy) consider a household ? Is a household considered those that live in your house, or just those that you claimed in your income tax ?

As far as I can tell, it could be either, as you wish. You don't have to count anybody but a dependant but if you want to count the income of a household member who isn't a dependant, that's ok.

Those claimed on your taxes.

For example....I share an apartment with a relative...But we split the rent and bills 50/50 and we both file seperate taxes (1040ez for single filers) not claiming any dependents. So really and truely, there is only one person in my household. ME.

That is correct but if you want to sponsor another relative for a visa and neither of you has enough income alone, you can combine your income as household members, to meet the requirements.
