Green Card envelope "awaiting delivery" for 10 days already, is it recoverable?

Yes, but I assumed I need confirmation from USPS that they lost it. Or can I just file it without waiting for the missing mail search to complete?

They way I read this you can not go the route of 3.B. unless it has been returned to the USCIS as undeliverable. and you have to go with 3.A "lost".

Technically USPS is responsible for the loss not the USCIS. USPS should be paying for the damage (the fee) but that will be a long uphill battle.

 

Regardless it looks like you'll need to wait 90 days before you could go that route unless you'll just want to eat the cost yourself.

Thanks, everyone. Luckily, I will not need to bother with any of this. Almost a month later, USPS found my wife's card and delivered it. Surprised it took them this long, considering it was lost in last-mile delivery and not a massive sorting center, but I'll take it. It's such a relief, we are moving permanently to the US next week, and this is a bit of stress I wasn't looking forward to

This is ultimately great news.  Sure hope that the painful stress diminishes accordingly.
