My fiancée completed her interview last week and was verbally informed the visa was approved. Today we checked our visa status on CEAC. It says "APPROVED" on the top, with the following message below:

 

"The consular officer has approved your application subject to final processing by the consular section that is necessary to issue your visa. When that processing is complete, the status will change to "Issued". However, a final screening step must still be completed prior to issuance that could lead a consular officer to conclude that you are not eligible for a visa. If that occurs, the consular officer will notify you that your application has been denied and your status will change to "Refused".

1. Did anyone else receive the same message? Is this standard?

2. What is the "final screening step" ? 

3. Is this screening step something either of us needs to be involved with, i.e. physically go somewhere and/or submit additional documents ?

4. How will be be notified in the event further action on our part is required?

1.  Seems pretty standard

2.  Final background checks, etc..  The consulate could be waiting on information from the local government, etc.

3.  No, this is all handled by the consulate unless they find some irregularities, and then they may request more information from you, or the beneficiary

4.  Notification will come through CEAC.

This is 100% standard... Our case there in Manila went through the same step. You don't need to do anything as this is basically boilerplate language that they put for that status to cover themselves if a QA review of the case finds something that they need is missing. Your case should change to "Issued" within a few days (that's been the norm lately). Keep us advised of your status! :)

A day or two it will change to "Issued" and a couple more days you will get notified thru email and/or sms that the visa packet is either ready for pickup at VAC or is out for delivery via LBC.

 

With the "final screening step" I will assume that you're aware of the CFO.

I just had to mention because when I was at my CFO seminar, one lady said she got offloaded as the immigration officer asked her about the GCP certificate and she had no idea about it.

Every consulate should send that message to "verbally-approved" visa applicants.  Verbal approvals actually mean nothing more than a recommendation.  Every visa goes through some form of administrative processing and verification before issue. Too many times, I have seen applicants get so disappointed when their visa suddenly gets delayed, goes into extended AP,  or denied after a verbal "approval".  That CEAC message explains things pretty well, imho.

"The US immigration process requires a great deal of knowledge, planning, time, patience, and a significant amount of money.  It is quite a journey!"

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..
