Hello, 

Excuse my ignorance as am new to this. I file a petition for my husband and recently got this email:

 
Please be informed that your U.S. visa appointment has been received for processing through the www.usvisaappt.com website.
 
You MUST access the www.usvisaappt.com website, click on the Login button, and sign up as a new user using the same e-mail address where you are receiving this notification. The system will send you a user activation link via e-mail, which you MUST use within 72 hours.
 
If you have already registered, please cancel the current appointment request using the button found in the Dashboard and refresh the page. 
If the instructions have been followed correctly, the “Pending Appointment Request” button will display on the Dashboard.
  
Please click on the "Pending Appointment Request" button, follow the instructions to complete personal details of all the applicants, register your documents delivery method, and confirm your appointment.
 
(If you do not see the Pending Appointment Request button by default, please refresh the page)
 
Once your appointment is scheduled, prepare for your interview, gather your documents, print out your appointment confirmation page, and attend your U.S. Visa Appointment.

I created an account but I was unable to schedule the interview. Does this mean that I just have to wait for the embassy/NVC to schedule the interview and let me know or do i have to keep checking the website for slot availability? My understanding was NVC will schedule the interview and let me know.

According to what you posted, I don't think you are supposed to schedule the appointment, you are supposed to confirm it but only after clicking on the "Pending Appointment Request" and inputting the necessary details. 

Refresh your dashboard as suggested and see if the appointment request pops up. If you still need help, be better to contact the Consulate/embassy.

You're right, you don't schedule it yourself, it's scheduled for you by NVC. Step 10 on the usual website gives you more info - https://travel.state.gov/content/travel/en/us-visas/immigrate/the-immigrant-visa-process/step-10-prepare-for-the-interview.html

 

Your wait time will depend on the consulate, could be as quick as 2 months after being DQ'ed, could be as long as 2 years.

Am already D'Q (March 2025) and the case is transferred to the embassy

Cases aren't transferred to consulates until interviews are scheduled, so if it says 'at Paris/Sydney/Rio/Manila' (whatever consulate is relevant) on your online status, then I'd check your junk/spam emails as you should have had the interview letter.
