That means the fee was paid BEFORE you entered the US.  It is irrelevant to whether your Green Card is being produced since it is only one of the required conditions.  I hope CBP actually endorsed your visa.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Tier 1 know nothing.

It may be easy to go outside of the US (Mexico, Canada) and reenter either by air or land. As long as visa is still valid!

I certainly wouldn’t trust any answer from a Tier 1 rep. But perhaps the OP did ‘activate’ his LPR status and just doesn’t remember. I hope so for his sake anyway!

I travelled into the US many times during that period I just did not know I had to get visa stamped - alas - maybe will get lucky and will follow up here in 30 days if it gets resolved

So are you saying it's definitely not been stamped before expiry? Have you checked it? I'm just hoping for your sake that it has been on one of those US visits and maybe you just didn't notice!

OK, so not sure what you mean by 'maybe will get lucky', you certainly won't be sent the green card as you are NOT a permanent resident of the US. You never used the visa, and never activated your status. 

 

You need to contact Montreal urgently and beg and plead for them to reissue the visa. Best of luck.

OP says visa issued in November and valid until March in his post above. So definitely expired and never used it seems.

The fact is that all immigrant visas must be endorsed.  First, it starts the processing of the actual Green card.  Secondly, the date on the endorsement reflects when the temporary Green card expires...i.e., one year.

If this is the case, it's sad. Leaving the US is dangerous then.

What would be the way forward?

Is this DIY?

Contacting Montreal and hoping they don't just say 'tough luck, start again if you want another visa'.
