My spouse can apply for N-400 this winter.  After citizenship, if file an I-130 for sibling in India, would that I-130 affect the sibling's ability to get nonimmigrant work visas (most likely L visa)?  Or, since it is such a long wait, does it not affect it?  Sibling does not want to move to the US anytime soon but he wants to be able to work for 3-5 months at a time for his company's US location and then return.  Sibling's spouse also has no interest in moving anytime soon.  Sibling's spouse owns a business with half a dozen locations over there.  Don't know if this is relevant but sibling has a B1/B2 with Global Entry and has traveled several times to the US and has never overstayed or violated the visa.

L is dual intent so not an issue.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

Your Indian sibling has probably 20 years until a visa would become available, so after you spouse's citizenship is obtained, file for the sibling, keep calm and carry on. Working while on a correct visa should continue to be fine.

If they do decide they want to move to the US more quickly, that L work visa, being dual intent, and with their employer sponsorship, will be a much shorter timeline.
