Yes, you need to prove international travel within 14 days, that's it, no questions asked and very easy to obtain without actually purchasing a ticket. There are plenty of spots, so no need to worry about displacing someone with urgent needs. The option is there if you are close to a passport Agency, it cost the same as the 3 week expedited service.

I think it's a matter of moral conviction. I wouldn't want to simulate emergency. Rather have it for somebody who geniunely needs it... The more people do it, the less effective it would become in the future. Expedites with USCIS used to be effective until every other person started abusing them. And now they won't work. The government most likely will raise the bar even higher for people seeking emergency passport and will request likes of death certicates or letters from doctors to prove emergency...

Just for future reference, Tucson has a Passport Agency with same day expedited service.

Even though I would like to have my first/new/shiny passport the next day of receiving my naturalisation certificate. Even though I have a genuine travel booked on 30th Aug., Even though going to Agency direct is safer, because you can have your certificate back, because USPS routes have a risk of documents being lost. Even though going to Agency would have saved me from waiting to have my SS updated faster.

I applied via USPS. Because the 30th of Aug. was too 9-10 days short from when I sent the package on the 6th, to fulfil the 14-day rule. They received my package on the 12th.

Congrats!  Your timeline is very similar to mine.  I was impressed with the speed of the expedited passport process.  Took about 2 weeks to get my naturalization certificate back after receiving my passport.

Thanks. TWO weeks. wow. I wonder what they will do with my certificate for two weeks. I am happy that the passport is here, so I can at least move on and pursue SS and DMV tasks tomorrow. Yes, passport service is fast once/after they receive the package.
