IR1
and i heard that we need to make a letter of intent?(not sure what the correct legal term)
what's the correct format? i looked around the forum and mostly its all about the letter of intent to marry(k1)
does it also needs to be notarized?

"I've heard" is a well known source of misinformation.  The instructions for the I-130 will tell you what you need.  Download and become an A-student of that document. Click on the word "Guides" at the top of any page here.  No letter of intent in a spouse case, when filing an I-130.  In a year or so, you'll need to provide evidence of your intent to re-establish domicile in the USA.

You seem confused.

 

Are you married?  Are you planning to petition the beneficiary for a spousal visa, or for a fiancee visa?

 

There is no letter of intent for a spousal petition.

You don't need a letter at all.  Some use a cover letter to list what's in the package, but not to "explain" anything.  You CAN, but usually not necessary.  No need for a cover letter at all if you file online.
