Where to send Form I 751 if living abroad on government orders but residence is in the U.S.?

Good afternoon! If my residence is in Pennsylvenia but husband and i have been living abroad in Europe on my husband Government Orders. Can i send the I 751 package to the Arizona address (where it says Armed Forced Europe) or should i send it to the other address where the filers from Pennsylvenia are supposed to send it?
