Is my co-sign sponsor qualified?

Hi everyone, my brother is applying for IR5 visa to bring my parents here. Their I130 was approved, my brother is filling form I864, his tax return is filled jointly with his wife and their household size is 3, total income is around $40k. So he has a co-sign sponsor but the co-sign sponsor is co-signing for another case, her income is around $60k and her tax return is filled jointly with her husband (he's retired). 
is the co-sign sponsor qualified to co-sign for 2 more people? Does my brother's wife need to fill form I864A?

So the co-sponsor is married and also has another I864 out there.  That would make a household size of 5 (assuming no other dependents), so $60k should be enough.  It is a good idea for your brother’s spouse to fill out an I864A, and he should probably get an I864A from his co-sponsor’s spouse even though he is retired.  As it is best to have them and not need them, then to need them and not have them if the consulate requests them.
