My dad filed F3 for me, it took 15 years till it is current, my older daughter aged out even after calculating her age using CSPA calculator.

NVC reported that she is not eligible however the final decision will be made from consular at consulate.

what can I do to include her in the immigration?

F3 means you are married so when you enter with your Immigrant Visa either you or your spouse, ideally both can file a I 130 to petition her to join you in the US, she will be in the F2b category, single adult child of a Permanent Resident.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

Our interview is in next December, but she won’t be attending it.

is there any way to file any petition or highlight her situation during the interview?

I know F2b is also long waiting

I assume there is nobody else to file anything for her and she is reliant on you obtaining US Permanent Residency.

What do you mean by highlight her position? She either is or is not protected by CSPA and from what you said she is not.

I mean, should I ask the interviewer about her or not?

Also when should I file f2b for her?

You can file as soon as you enter the US with your immigrant visa.

I see no harm in mentioning it at the interview if you want to.

Unless there is something truly weird these are usually pretty simple, there is not a lot to go through, not like proving up a marriage for example, you are the child, you have a spouse, I 864 is good not much else to say.

Great news,

last important advice about carrying original documents.

our case is electronic and all sponsor documents are shared,

should we carry sponsor’s documents with us, as you know his documents are sensitive to share it with us by email.

on the other hand, all our original documents are with us

Depends what you had to submit to NVC electronically.  https://travel.state.gov/content/travel/en/us-visas/immigrate/the-immigrant-visa-process/step-10-prepare-for-the-interview/step-11-applicant-interview.html

Re: your daughter, you can mention it if you wish as Boiler has said, but it isn’t necessary. Hers will be a whole new application and isn’t relevant to yours.
